Called to Order: 10 AM under the M.G.L. Chapter 131, s.40 and the Hanson By-Law 1-13, s.5. by Philip R. Lindquist, Chairman at the Town Hall.

This meeting was held to conduct business matters only. No hearings or appointments were scheduled.
Approval of Minutes: November 22nd, 2005 and December 9, 2005
Action on minutes was postponed until January 10, 2006.
Discussions
78 Forest Trail (DEP #SE175-0475) Dewatering/siltation event
Ms. Delaney explained that during a haybale inspection for the above-mentioned project, she noticed that the contractor had been digging and there was a blowout that resulted in the siltation of a stream. She suggested that in the future, dewatering should be discussed at hearings and possibly shown on the engineered drawings. Also, there should be a fee for additional site visits and violations. In the Town’s General By-laws, authority is given to the Conservation Agent to administer tickets (3-13, Sec.10). $300.00 is the maximum fine per violation of each condition.

Mr. Lindquist had composed a draft of standards for applicants to follow as guidance for redevelopment projects.

Standard Order of Conditions
Ms. Delaney recommended that our Order of Conditions needs work. Presently we use the DEP form with a separate form for standard conditions and another form for special conditions. As it is not consistent, she suggested that we standardize everything into one comprehensive document that combines the By-law and the Wetlands Protection Act. The Commission decided to review the matter and examine the MACC workbook to see what information is offered there and perhaps come up with some comments.

Buffer Zone Setbacks
Ms. Delaney inquired whether the 95-foot setback for industrial projects is applicable to commercial projects in town. Ron Grattan commented, yes, definitely.
